Lightbulb Dual Citizenships

To all concerned and not too concerned. Does, anyone know anything at all about everything regarding dual citizenships? Paki-share naman. Has it been approved, signed, sealed and delivered by GMA, yet. Langya, lots of people from all over the world are 10x over-multi-duals na, and whats the hold-up in the Philippines to get the job done kaya.

Senate passes dual citizenship bill, SPAV
Posted: 11:05 PM (Manila Time) |
Oct. 23, 2002
By Rocky Nazareno
Inquirer News Service

THE SENATE on Wednesday passed on third and final reading the bill granting Dual Citizenship and the Special Asset Management Companies Act (formerly SPAV).

With only opposition Sen. Rodolfo Biazon abstaining, the Senate approved Senate Bill 2130 that is expected to benefit the more than 1.7 million naturalized Filipinos in the United States alone.

"Once a Pinoy, always a proud Pinoy,'' declared principal author Senate President Franklin Drilon.

Under the new law, Filipinos who have already acquired foreign citizenship need only to present evidence that his or her father or mother is Filipino to be able to acquire dual citizenship.

SB 2130 amended Commonwealth Act No. 63 of 1936 which provided that a pledge of allegiance to another country would mean that a Filipino automatically loses his or her Filipino citizenship.

The new law provides that natural-born Filipinos who have become foreign citizens shall retain their Philippine citizenship unless they freely renounce it under oath.

"We are glad to have fulfilled the aspiration of many of our countrymen who would have wanted to come back to our country and retire here,'' Drilon said.

When in Pinas, you can be a pinoy citizen by just proving it with your birth certificate if needed. When you leave, use your US passport...whew, the best of both sides as some complained. But, the retirees that will be able to acquire properties and businesses in Pinas thru this law is one economic benefit that the country will open up.

IMHO: It is a very good law that can benefit all Pinoys!

Thanks guys!, sincerely appreciate the responses.

Kidd,
As for birth certificates, it'd be a little difficult when your surname doesn't kind'a sounda espanola or heavily accented name, esp. when your last name is American, Chinese or European as is in someone elses case. Therefore, 'alang gamefarm. Appreciate the thought however.

Now, the final question.. has GMA done her job or any, yet? I'm certain if the old man was still alive he wouldn't put any politics ahead of the benefits for his country, and get the job done right signing em into law without hesitation or rancor. Asap!

How do we get to apply for that other passport?!?!

Anobaito, as long as the birth certificate is authentic, there should be no problem even is one's last name is Panalowski or Swertisky, heheheh.

GMA, by law, should have a certain number of days to sign a bill passed by both congress so my good guess is she already did but don't count on it as am not in top of the PI specifics.

On passport, if one wants to apply, it should be just like any citizen of any country: clearances, birth certificate, etc. But why would a dual-citizen pinoy would like to have Philippine passport? What's the use when he/she have a current, i.e., US passport?

What's the use of having a RP passport?

Its just like saying some people like to build muscle cars. Cars they load up with everything with all kinds of gadgets, and not street legal and just park in the garage for the ego to say I've got a muscle car....

And so with computers, some people zoop-up their puters' with all the latest upgrades and hardwares, which they wouldn't or couldn't be using anyway, as just an ego boost to say I've got me a muscle puter....

And so with passports, known some U.S. military officers with 7 passports going 9th, 12th umpity umpty umph, US/German/British/French/etc. intl citizens (of course I tried to learn all the nasty words from em hehe)....

And so, AnyWay Thats Beside the Point. The point I'm making is no RP passport means no legal RP gamefarm. If they can have their muscle cars, muscle puters and passports; why in the world can I not have an RP passport? Who is to tell me I can not have my cake and eat it too. That passport rightfully is mine too. Everyone should have a right to fight in Araneta on an equal footing.

Exclamation bumpity bump

KiDd so true!

Now, lets check out the other possibility issues why this can't be so true, dual passports -that is.

1. Chinese goes against the grain, syempre -don't want to loose control of the Filipino economy, only with mullah of course.

2. Embassy employees mostly lifers heavily entrenched and doesn't want employment competion, so on and so forth, lumang tugtugin.

3. Moslems from south-not arabs wants their own president.

4. Politicians -doesn't want competition from 2 million plus US Filipino investors.

5. Espanol - of course, very whatchamacalit -traditionalist? mentality!

6. FVR clan, no comment! hehehhe.

7. others, ?

Smile Does this mean...

that I can apply for dual citizenship? My dad was born in Iloilo while my mother is a native of Guam. If so, it looks like I can retire in the Philippines.

I have checked with the Pinoy Embassy here in Australia re dual citizinship for my Son. All that I have to prove is that one of his Parents is or was a Citizen and then citizenship will be granted. So he now is both a Australian and Pinoy which I must say is a Great blend of Cultures.
Cheers Mate

brother, i am extremely fascinated with your desire to avail of the benefits of the so called Dual Citizenship move. To me, you manifests the true blooded pilipino. However, to my knowledge this is only approved in the upper chamber of congress and it still needs the approval of its counterpart in the lower house and after which, have the bill reconciled. Then it will be sent to the president for signature to become a law.....

Till then you and me and rest of us, who one way or the other wants to help our motherland in whatever capacity we can especially our beloved sport and industry will be on the sideline
and waiting.

Thank you.

God Bless Us All ........

You can avail of this status. If you are in the US, just go to the Philippine embassy designated to your area. You have to apply for an NSO copy of your birth certificate, then fill up the application form, bring 3 pictures, 2x 2 front, left side and right side of your face, plus pay the fee of $50.

After getting approved, you can then apply for a passport (philippines) which is another $50, a couple of 2x 2 pics.

Lupin3, it can be like this as in the case of USA.

When the child was born, the citizenship of the parents must be declared on the child's birth certificate. For exampol: If the father is a Pinoy and the mother is a Korean and the child was born in Korea, two things can happen:

1. Though born with parents of different nationality, the child, with the parents doing, will simply retain the citizenship of the his/her country of birth.

2. The Pinoy will register the child with his embassy so the child can later choose his citizenship between the two when the time comes, say at 18 years of age.

It is the birth certificate of the child, the place of birth, and the parents' citizenship that will decide the citizenship which equates to a passport of such country.

Post your specs...I've learned a lot about migra when I was with Cheech, hehehe

Kilabot, Of what I know from reading pinas embassies' websites, you only pay taxes to the country/government from where you earned your taxable income.

I needed this info too as I don't need any additional taxes on my tiny pension

Kidd..yeah ur right, embassy will issue something like certificate for dual citizenship, for our knowledge, should they process first with Immigration Office? what step should be taken? or directly go with DFA office and ask for some requirement..

another things.. concerning Passport Department.. For a surname that has a foreign sound, even you provide with Authenticated Birth Certificate, Marriage Certificate, why they are asking for more requirement, isnt enough for them that you show all of those document and even yourself who can speak and write Tagalog Fluent?

You have to understand how people can have doubts.

If a child was born of a Fil. father and a foreign mother, first aside from proving that the mother gave birth to the child, the father has to be proven that he is the REAL father of a child. Marriage cert. is one of the proofs of that although we all know that is not 100% lol.

If the child was by a filipino mother, then just by proving that she indeed gave birth in the hospital would automatically prove the child is filipino.

Now, after the child is born in a foreign land, the Philippines would only know about it if it was reported to them. This procedure is called REPORT OF BIRTH. Once you report the birth, it should be forwarded to the DFA and then you will eventually be able to apply for an NSO copy of your childs birth certificate in the Philippines. Making them dual citizen.

The procedure takes 1 day if you have the nescessary papers. If you are from a different state, they normally finish even the oath taking the same day.

Is the process, from application to the product, of the NSO certified birth certificate done electronically for fast processing or thru mail? I am hoping it is thru the former...it will be a drag if the latter, hehehe.

I will apply for the resident alien na lang as soon as I get to Cali (or Pinas)...for my own personal reason.

An excerp from S.F. Calif RP-CONSULATE ......... .......

Q. Who are natural-born citizens of the Philippines

A. Natural-born citizens of the Philippines are those who are citizens of the Philippines from birth without having to perform any act to acquire or perfect their Philippine citizenship. These are:

* Those whose fathers or mothers are citizens of the Philippies at the time of their birth; and

* Those born BEFORE January 17, 1973, of Filipino mothers, who elect Philippine citizenship upon reaching the age of majority.

************************************************** **************

The applicant submits/present the following:
/a. Submit the birth certificate (BC) authernticated by the National Statisctics Office (NSO).
The authenticated BC will be attached to the application.
/b. Submit a photocopy of foreign passport.
Present the original passport for notation only and will be returned.
/c. Present the original Certificate of Naturalization for notation and verification of your certificate number indicated in the application and will be returned.

************************************************** ***************

RESULTS

1. A few ninoy for a piece of paper stating that you're a CERTIFICATED dual Fil. Citizen, ONLY.

2. A few heroes for a Fil Passport.

************************************************** ******

Heroes definitely needed if your application rejected. I.e.

You left the Phil before reaching the age ( 17-minor) of majority prior to 1973, and did not get to elect citizenship (miniminimo).
US law you were US by birth, RP law you were dual till majority (ulianin) of age. Did not elect, & definitely did NOT diselect! (also told no one ever elect Fil, if any ever voted, re-election!)

**&*%# moot point! What is election, you can vote anytime, esp if I'm majority of age now. I'm sure there is no problem in english fluency with those people working in the consulate, just need those heroes. **7^% rejection, congress wrote clearly.

Another thingy, NSO -what's with this? there is a legit US passport, those birth certificates were validated! Even an actual BI!@. Your birth-cert is invalid w/out NSO authentication, wha?
